The basic necessity of the time is to gather ordinary people to a platform that are fed up of incompetent and corrupt leadership and want to take part in making that change. To achieve the goal we need to create an organization which is able to change the social values, political and material position of ordinary people toward betterment. You may have heard this idea from many organizations but nobody would have told you the reasons and the way to achieve that goal. Let me introduce to you the reasons and laws by which this goal can be achieved. I hope that you may like the idea and want to join in achieving that goal.

Why do we need a new organization:-

Have you ever thought that why the problems are not solved even though there is a government and political process available? In my opinion the reason is simple and clear. They are unable to resolve the problems because of greed of power and money. In my opinion the true solutions can only be achieved when factors like power and personal wealth are set aside. When power and money involve then nobody is able to decide about the balanced laws which gives equality in power sharing. After thinking abut it I reached to the conclusion that this is only possible when power and wealth factors are taken out while deciding about any law or plan. This can only be achieved by gathering ordinary people to a platform where they can sit and talk about the laws and decide about those laws before getting the power. This can only be done when an ordinary worker to a rich business man and an ordinary person to an intellectual sit together and talk about the problems and difficulties each faces and then try to reach a balanced law on which everyone agrees. This can only be achieved if we will be able to find sincere and competent leaders among ourselves but they must be checked of their sincere ness and competence before giving them any power.

Now I am going to tell you the basics needed to achieve above mentioned goals. It is not final idea but an introduction of my opinion of a law which will be perfected with the help of those who will join in this cause.

The basics:-

          1. To create a constitution for the organization.

          2. To motivate people to solve simple problems of small communities by helping each other.

          3. To achieve a practical working plan for the organization.

          4. To get the support of the ordinary people by introducing the working plan of the               organization.

          5. To find the competent and sincere leader within each community to take part in elections.

The steps for achieving the Goal:-

          1. First step will be finding the sincere and motivated people for this cause who can sacrifice               their time without greed and only for the sake ideology of solving problems of ordinary               people of Pakistan. Those people will be gathered to form a constitution with the clear               understanding of duties and rights of members of different stages. Constitution must have               the capacity to be just for all the members and only the competent and sincere people               should be able to come forward to lead.

          2. Second step will be the gathering of people by presenting the constitution to the people to               come together to solve simple problems by themselves within their community. Many day               to day problems can be solved by helping each other. For example the work like cleaning of               streets can be done by gathering the people of one street and talking out the way to do it               by them. It can be done either by doing it all together or by making groups doing it turn by               turn. Lot of small problems like this can be solved by helping each other. Simple problems               can easily be solves by mutual discussion during a gathering.

         3. Third step will be by making the members talk about the problems faced by them with the              government organizations and person with authority and to find the possible solutions of              those problems by gathering first hand knowledge of the problems and finding a way to              resolve the problems without creating imbalance between the person with authority and              without authority. Each community will be doing this all on their own and feeding their              thoughts to the organization. This way first hand knowledge and different suggestion will              help organization create a lay out plan with all the people contributing to it.

         4. Fourth step will be to gather all the information from all the communities and by debating on              the possible solutions to the problems and finalizing the implement able plan by mutual              understanding.

         5. Fifth step will be to gather the support of ordinary people by letting them know about the              working plan and the things which will be done by this organization after it is able to make a              government.

Now I am going to present the basic structure of this Organization. It is just and idea and needs more ideas to make it best working plan. I am just presenting this idea to provide a start. It is not a final picture of the organization. The final picture of the organization will be made by the mutual understanding between the constitutional members.  

Picture of Organization:-

Following are the basic rules to be followed by this organization.

1. This organization cannot be made part of any other organization.

2. This organization will not take any other organization as its part.

3. Any one who will achieve success through the platform of this organization cannot leave this     organization for any given reasons. Those who will do this will be disbarred from this organization     forever.

4. This organization can only form a government with any other organization when the joining party     agree with the lay out plan of this organization.

5. This organization will not participate in the election till the lay out plan is been completed.

6. Lay out plan will be implemented in case of victory in elections.

7. This organization will not give importance to any personality but will project it lay out plan for     gathering support.  

8. All the laws will be made on terms of equality between all.

9. Urdu language will be used in all its meetings and paper work.

10. Funds will be of three kinds. 1. Organizational funds 2. Political funds 3. Self help funds.

11. Organizational funds (Intazami funds) will be used to pay the expenditures of organization.

12. Political funds (siasi funds) will be used for election campaign.

13. Self help funds (apni madad funds) will be used for the betterment of the community.

14. All the members will be able to check the financial record of the organization by paying the fee       of checking. Checking fee will wary with the kind of membership.

15. Founding members are exempted for the fees.

16. The communities will be according to the constituency of national assembly. The members of one       constituency of national assembly will be considered one community.

17. Each community will decide by itself about his leaders and community will be given a chance to       observe the commitment and competency of the person selected for two years when       organization decides about a candidate.

18. Every member has to fill the form according to the requirements of the post and his form will be       considered as his oath.

19. Giving false information in the form will result in loosing the membership.

20. One member can get only one membership in whole of Pakistan.  

21. Any member can change his wealth information before the accusation. No one will be able to       change the information after the complaint is filed against the member.

22. Court will be set in case of an accusation against any member. Court will be of two kinds.       Community court and constitutional court. First the member will be tried in his community court       and if no clear decision has been made then that problem will be sought in the constitutional       court.

23. All members of respective courts will listen to both parties (accuser and accused) and then they       will decide their decision by voting. Accused will be accepted as guilty only if he gets less than       26% of the votes in his favour.

24. If the accused gets more than 26% votes in his favour then this matter will be sent to the       constitutional court. If he gets more than 26% votes in constitutional court then accused will be       considered as not guilty of the accusation.

Types of memberships:-

There will be four kinds of memberships. Each membership has some rights and some rules to follow. Each membership has to fulfil the duties of said membership or post. Not fulfilling the duties will result in losing that post or membership. Following are the names of those four memberships.

           1. Bani rukan (founding  member)

           2. Awami rukan (ordinary member)

           3. Intazami karkun (administrative personal)

           4. Siasi karkun (political personal)

Following are the duties and rules to achieve the above mentioned memberships. Each membership is explained separately.

1. Founding member (Bani rukan):-

Duties of founding member:-

1. Bani rukan is a post and each member has the duty to follow the constitution by them and     personally check for the corrupt and greedy people to prevent them form becoming     administrative or political members.

2. Bani rukan can only be relinquished from his membership by proving the information submitted by     him is wrong or by proving his actions were against the constitution.

3. Bani rukan can question any post holder about his actions and can bring anyone to the     constitutional court on basis of information.

4. Bani rukan can take only one post either Intazami or siasi in the organization.

5. Any bani rukan failing to fulfil the duties of the post will be disbarred form that post.

6. Request for designation of bani rukan for new members can only be requested by bani rukan and     will be given when 95% of the members agree on issuing new bani rukan post.

2. Ordinary member (Awami rukan):-

Duties of ordinary members are as follows.

1. Every member has to obtain the member card for his identity.

2. Every member can nominate one person by choosing that person as his introduction source. This     will be one point for that person and can only be added once while getting the membership     number.

3. Every member should keep the watch over the siasi arakin and report any wrong doings to     administration so that wrong people cannot use this organization for their goals.

4. Ever member has to attend the community meeting once a week for one hour on holidays.     Purpose of community meetings will be to inform each other of the problems and if possible help     each other.

5. In case of 5 regular absentees without prior information from the community meetings will result     is termination of membership.

6. Every member has to cast the vote for choosing leaders from their community.

7. Ever member can call for the community court if he has some information about the political     member.

3. Administrative personals (Intazami arakin):-

Administration duties of the organization will be done by the Intazami arakin.

1. Administrative personnel's post can be achieved by committing one self to the duties for three     days in a week for two hours daily for three months voluntarily.

2. Administrative post holder's duties will be to check and keep the record of information of     members, issuing of cards, keeping the record of attendance in community meetings and keeping     the financial record of funds of the community.

3. Administrative post can be achieved by providing office space for the organization for one year.

4. Administrative post can be achieved by giving Rs.10000 per month for one year.

5. Administrative post can be achieved by giving Rs.150000 once.

6. Administrative post holder cannot take part in the race for getting the ticket for elections.

7. Administrative post holder will be eligible to vote during the making of working plan.

8. Administrative post holder had to resign from his post to get into the race of party ticket at least     6 months before the election race begins.

9. Administrative post can be changed into political post.

10. Only the Administrative post holder's can be selected for the party designations.

11. Administrative post holder will be given tickets for senate according to the decision by founding       members.

12. Administrative post holder can check any other post holder's personal record and funds record       by paying the Rs.100 fee in any community.

13. Producing wrong information will result in loosing the post.

14. Absenting from the duty without prior notification or not fulfilling the duties assigned will result       in loosing the post.

4. Political personals (siasi arakin):-

Political member are those who will be getting people together within the community to join hands and to convince people to join the organization. Following are the duties of the political members

1. Political member's post can be achieved by inspiring 50 people to join the organization.

2. Political member's post can be achieved by inspiring 10 people to give Rs.10000 each in self help     fund.

3. Political member's post can be achieved by providing Rs.150000 in self help fund 6 months prior to     the party race for election tickets.

4. Political member had to come to the party office for 3 days a week for 2 hours to discuss the     ways to implement self help programme in an effective way within the community and to increase     the member strength.

5. Political members of that community will arrange the self help program and it will be their duty to     make it a success.

6. Political member cannot put money himself in the elections under any circum stances. Political     campaign will be financed by the organization to prevent people from getting corrupt.

7. Those Political members who will get the party ticket for elections will be called "assembly     members" and will be eligible present laws directly and to vote in the making of a working plan.     They must attend the working plan meetings.

8. Absenting from three consecutive meetings without prior information can result in loosing the     post.

9. Leave from meetings can only be possible in emergencies or family gatherings. Providing wrong     information for a leave will result in loosing the post.

10. Political members of that community will only be eligible to enter the race for party tickets.

11. Political member will be responsible for increasing the strength of members and making lay out       plans for solving the day to day problems of members.

Rules for getting in the race for party ticket:-

1. Election tickets race will be held every two years because it will help the ordinary members     decide about the commitment and ability of the representative.

2. Only the political members can run for the race to get the election ticket.

3. Local, provincial, and national election tickets will be issued only to the political members who will     run for the election ticket race from their own community.

4. Only the resident of that community can be eligible for the ticket form the organization.

5. Political member getting the maximum numbers will get the party ticket.

Formula of counting of numbers:-

1. Inspiring of one member will be equal to one number.

2. Entering of a suggestion by the member into the working plan of the organization will carry 10     points.

3. Each member vote will be equal to one number.

4. Each administrative person's vote will be one point.

5. Each founding member vote will be considered one vote.

6. Only the winning members from every community will go to the constitutional court to get the      votes of founding members.

Note: administrative members will cast two votes for the same person. One vote will be as awami           rukan and second due to the post. Those founding members who will be holding administrative           positions will cast three votes according to each post.

Constitutional court (Aiini adalat):-

Under following circumstances the Constitutional court will be called.

1. Constitutional court can be called to decide the matter in case of accusation to any post holder.     (note: Founding member is also a post)

2. Constitutional court has to listen to both the parties and then decide about the truth of the     accusations by voting.

3. Court's decision will only be implemented if the defender gets less than 26% votes in his favour.

4. Constitutional court will be called to finalize the candidates for the election tickets.

Rules to join the constitution making process:-

To join in the making of constitution one needs to agree on the following rules. By agreeing on the basic rules anyone can join in the constitution making process. If anyone disagrees with any of the basic rules he can present his reasons for the changing of those rules during the constitution making process. All the decisions will be made by voting between the participants.

1. Every Pakistani national can join the constitutional making process.

2. Only those participants will be given the status of constitutional member (Aiini rukan) who will     participate in constitution making process till the end and by agreeing on all the rules of the final     constitution. In addition they have to take the oath to uphold the constitution at all times.

3. Status of constitutional member will be forever.

4. All the constitutional members will have same rights and authority.

5. Constitutional member can check the financial and members record at any time. In addition to     that they will be able to check the working record of any designated member of the organization.

6. There will be no president of the organization and constitutional members will jointly act as the     president of organization.

7. Any disagreement between the working plans of the organization will be decided by voting on     that matter.

8. Any addition to the constitution can be done only by the constitutional members and that will be     decided by voting after an open debate.

9. Any addition to the constitution can only be possible if that addition gets 81% of the votes.

10. All the religions and sects of any religion will be considered right and anyone who tries to create       division because of religion will be disbarred from the organization.

11. All the participants will be able to present the laws to include into the constitution.

12. Only those laws will be added to the constitution which will gain 81% or more votes by the       participants.

13. Those who disagree with the some laws in the constitution will have to accept those laws after       coming the part of constitution

14. Each participant has to take the oath on their respective religious books.

Participating requirements in the constitutional making:-

the following rules are only for once durng the making of constituion and the fee will only be taken on the arrival of members participating.

1. Every participant has to pay Rs.1200 to join the meeting for the making of constitution.

2. Fee can be paid in advance or in 12 monthly instalments of Rs. 100 each. (note: failing to pay the     instalments will result in termination of constitutional member status)

3. Transport charges will be paid by the participant.

4. Boarding and lodging will be provided by the host.

5. Boarding and lodging will be very simple.

6. Trimmings of the meeting will be decided by mutual agreement between the participants.

7. Meeting period will not exceed from three days and constitution must be completed within 3 days.

8. Meetings will take place in two sessions. Morning and evenings session. Morning session will be     from 08: 00 hrs till 13:00 hrs. Evening session trimmings will be decided by mutual agreement     after the arrival of all the participants.

9. All the participating members are requested to bring their ideas with complete preparation so     that time can be saved to finalize the constitution.
